MATERNAL, INFANT AND EARLY CHILDHOOD HOMEVISITING GRANT PROGRAM - RHODE ISLAND DEPARTMENT OF HEALTH 3 CAPITOL HILL, ROOM 302 PROVIDENCE, RI 02908 SARA REMINGTON [email protected] 401-222-5946 (P) 401-222-1442 (F) WWW.HEALTH.RI.GOV $9,188,621 PURPOSE: THE RHODE ISLAND DEPARTMENT OF HEALTH’S FAMILY VISITING PROGRAM (RIFVP) AND LOCAL IMPLEMENTING AGENCIES (LIAS) WILL ENGAGE AND RETAIN PREGNANT WOMEN AND FAMILIES WITH YOUNG CHILDREN IN HIGH-QUALITY, VOLUNTARY, HOME-BASED SERVICES THAT ARE IMPLEMENTED WITH FIDELITY TO THE EVIDENCE-BASED MODELS. THE RIFVP WILL CONTINUE TO IMPLEMENT HEALTHY FAMILIES AMERICA (HFA) STATEWIDE AND PARENTS AS TEACHERS (PAT) IN SOME HIGH-NEED COMMUNITIES. MATCHING FEDERAL FUNDS WILL BE USED TO SUPPORT ALL COMPONENTS OF RHODE ISLAND’S FAMILY VISITING PROGRAM. GOALS AND OBJECTIVES: GOAL 1: THE RIFVP WILL CONTINUE TO IMPLEMENT STRATEGIES THAT SUPPORT THE ENGAGEMENT OF PREGNANT WOMEN AND FAMILIES WITH YOUNG CHILDREN AFFECTED BY SUBSTANCE USE DISORDER. OBJECTIVE 1: INCREASE REFERRALS FROM CERTIFIED PEER RECOVERY SPECIALIST TO HFA AND PAT. OBJECTIVE 2: RIFVP STAFF OFFER FAMILY VISITING CIRCLE OF CARE PLANS TO FAMILIES THAT DELIVER A MARIJUANA-EXPOSED NEWBORN. GOAL 2: INCREASE FAMILY VISITOR RETENTION AND WELL-BEING OBJECTIVE 1: IMPLEMENT A HIGH-QUALITY PROFESSIONAL DEVELOPMENT AND TRAINING SYSTEM TO SUPPORT FAMILY VISITORS. OBJECTIVE 2: OFFER MILESTONE FRINGE BENEFITS TO FAMILY VISITORS TO ACKNOWLEDGE FAMILY VISITORS’ ACHIEVEMENTS. GOAL 3: USE DATA TO IMPROVE FAMILY ENGAGEMENT AND SERVICE DELIVERY. OBJECTIVE 1: USE QUALITATIVE DATA FROM THE PARENT/CAREGIVER ADVISORY COUNCIL ON THEIR EXPERIENCES IN FAMILY VISITING PROGRAMS OBJECTIVE 2: USE QUANTITATIVE DATA FROM HFA/PAT FIDELITY REPORTS, MIECHV PERFORMANCE REPORTS AND DATA FROM COORDINATED STATE EVALUATION TO MONITOR FAMILY RETENTION AND CELEBRATE SUCCESSES. APPROACH: HFA WILL BE PROVIDED TO 1064 FAMILIES IN CENTRAL FALLS, CRANSTON, LINCOLN, NEWPORT, NORTH PROVIDENCE, PAWTUCKET, PROVIDENCE, WARWICK, WEST WARWICK, WOONSOCKET AND WASHINGTON COUNTY AND SURROUNDING COMMUNITIES. PAT WILL BE PROVIDED TO 230 IN CRANSTON, PROVIDENCE, WARWICK, WASHINGTON COUNTY AND WEST WARWICK. THE RIFVP WILL CONTRACT WITH SEVEN LIAS TO PROVIDE HFA AND THREE LIAS TO PROVIDE PAT. THE RIFVP IS USING INTERNAL FUNDS AND FUNDS FROM TWO OTHER STATE AGENCIES TO OBTAIN FEDERAL MATCHING FUNDS. THE RIFVP IS USING FEDERAL MATCHING FUNDS TO SUPPORT HFA AND PAT FAMILY SLOTS.
